Golf Club incident clear case of racial discrimination: Rijiju

NEW DELHI, Jun 27: Union minister Kiren Rijiju today described as a "clear case of racial discrimination" an incident at The Delhi Golf Club, when its staffers asked a woman from Meghalaya to leave a dining room because her traditional Khasi attire looked like a "maid's uniform".

He asked Delhi Police Commissioner Amulya Patnaik to take appropriate action on the June 25 incident, which, he said, also reflected an "elitist mindset".

Rijiju raised the matter with Patnaik after Meghalaya chief minister Mukul Sangma discussed the issue with the minister.

"I will also speak to the urban development ministry on how such privileges can be given to people with such mindsets," he said about the club, which occupies prime land in the heart of the national capital.

An incensed Rijiju told reporters no one had the right to judge a person by his or her attire.

"It was a clear case of racial discrimination. Such an elitist mindset of some people will destroy the social fabric of the country," he said.

The minister of state for home, who is from Arunachal Pradesh, said the incident was "unfortunate and condemnable".

"Action should be taken. Merely issuing a statement is not enough," he said.

The Meghalaya woman, Tailin Lyngdoh, was asked to leave the room because the club's staffers believed her traditional outfit looked like a "maid's uniform", her employer, Nivedita Barthakur Sondhi, told PTI.

The club issued a statement today, saying it had apologised to the club member who had invited Sondhi and her son's governess, Lyngdoh, to lunch. It also said the incident was being given a "political and cultural overtone".

Rijiju said Indians often faced discrimination abroad over the colour of their skin.

"Many of us create a hue and cry over such incidents," he said.

The Delhi Golf Club incident, he added, was also a case of racial discrimination.

"It reflected how we treat our own people in our own country," he said.

The club must accept it was wrong and act accordingly, he said, adding that there was "no point" issuing a statement.

In its statement, the Delhi Golf Club said the member who had hosted the lunch had "unconditionally" accepted its apology.

"It is unfortunate and regrettable that an undesirable attempt is being made to give the incident a political and cultural overtone," the club said.

It said the club management immediately investigated the incident.

"It has emerged that the incident could have been handled in a much better way by the staff members," it said.

"It was also confirmed that the guests were not asked to leave the club premises," the statement said.

Sondhi said Lyngdoh, who was wearing a jainsem, a traditional Khasi outfit, was asked to leave by two staffers "who told her she looked like a maid and was not allowed there".

Sondhi added that neither she nor Lyngdoh had been contacted by the club or received an apology from it.

In a Facebook post, she had earlier said, "Lyngdoh, an extremely proud, Khasi lady who has travelled the world in her jainsem from London to UAE, was thrown out of The Delhi Golf Club because her dress was taken for a maid's uniform." (PTI)

 

 

 

Governor urges Puroiks to change their dependency mindset

ITANAGAR, Jun 27: Governor P B Acharya urged members of the Puroik community to change their dependency mindset and move forward without looking back at the past to build the community.

Inaugurating the office of the Autonomous Puroik Welfare Board in the Civil Secretariat on Monday, the Governor said the fruits of development must reach to all the sections of the society in equal and appropriate manner.

He exhorted the members of the community to be proud of their identity and keep their culture alive. The Governor also advised the community to go for skill education and entrepreneurship.

Speaker of State Legislative Assembly, T N Thongdok said that the autonomous board would serve as an important platform for all round development of the community. He urged the members of the community to put in concerted effort in establishing permanent model Puroik villages. The speaker also stressed upon the bounden responsibilities of various government departments towards the community.

Home and Education Parliamentary Secretary, Pani Taram also advised Poroiks to avail the maximum benefit from the facility, and urged them to be proactive with the government in order to gainfully address their problems and challenges.

"The Board will take up all challenges of the community with the government and regularly coordinate development activities of the community", said APWB Chairman, Satya Gopal.

It will also take up their reservation in employment and skill development for the community, he said, adding that necessary directives have been issued to the deputy commissioners of Kurung Kumey, Papum Pare, Kra Daadi, East Kameng and West Kameng districts for special drives for enrollment of the members for Jan Dhan Yojana, Aadhaar card, job card, ration card, and PM Awas Yojana etc.

Special Secretary, Social Justice, Employment and Tribal Affairs Nikita Pawar, Puroik Autonomous Welfare Board members, Mesam Soja, Takia Soja, David Was and student leader Bihu Painchey also spoke on the occasion.

Parliamentary Secretary Mama Natung, along with members from Poruik Community and others were present on the occasion.

DCM calls for research in agri, horti and agro-forestry

JORHAT, Jun 27: Deputy Chief Minister, Chowna Mein has emphasized the need for research in agriculture, horticulture and agro-forestry, saying that these sectors are the key to success of the North Eastern states.

The DCM said this during his visit to the Rain Forest Research Institute (RFRI), Jorhat in Assam on Monday last.

Stating that Arunachal Pradesh has ample scope of showcasing its natural resource though systematic research, Mein appealed to the RFRI to be a part of the developmental process of Arunachal Pradesh.

Mein also interacted on different issues with the scientists of RFRI and sought their attention on subjects like skill development on cultivation of wild edible mushrooms, which are traditionally known to different tribes of Arunachal, besides management of shifting cultivation practices, need of research in wild fruits, bamboo nursery management, cultivation and treatment, utilization of minor forest fruits, suitability of introducing Noni (Morinda citrifolia), introducing Casuarina for river erosion control, lac cultivation and its utilization etc.

He showed his interest in wide-scale cultivation and inoculation of agar trees in Arunachal Pradesh, and assured that he would bring a team of scientists and forest officers of Arunachal Pradesh to RFRI, Jorhat for detailed consultation and discussion.

The DCM further urged the Agriculture and Horticulture departments of the state to take the RFRI's help and work in coordination for various researches and resource development works in the state.  

 

 

 

AASBMEA stages protest against state govt, demands release of 21 months pending salary

ITANAGAR, Jun 27: The All Arunachal Saakshar Bharat Mission Employee Association (AASBMEA) staged a sit-in protest at Indira Gandhi Park on Tuesday and demanded that the state government immediately resolve their issues.

The core demands of the AASBMEA include immediate release of salaries pending since last 21 months; effective implementation of equivalency programme in 1713 Gram Panchayats and continuation of SBM employees in the mission; regularization of SBM employees in the state and enhancement of honorarium.

Addressing reporters, AAPSBMES Spokeperson, Karba Pale said that the protest was organized to draw the attention of the government for settlement of their-long pending demands.

Pale criticized the state government for not showing any compassion for the employees who have been serving with utmost sincerity in educating adult illiterates and dropouts in far-flung areas.

He expressed dismay at the reluctance of the government in releasing the meager monthly honorarium of Rs 2000 per prerak/ teacher and Rs 6000 per coordinator under the Mission.

It was also informed that the Education Minister and Chief Minister earlier in a meeting had assured to clear their pending salaries, but they are yet to initiate any steps to resolve the grievances of SBM employees.

Speaking at the protest, AAPSBMES President, Tajub Kampong informed that out of 1713 SBM centers in the state, the central government has selected 40 SBM centers from the state, where teachers from outside the state will be reportedly brought in for the Mission. Kampong lamented that this was unfair of the government despite knowing that there are hundreds of qualified teachers available in the state SBM.

Kampong also resented that despite repeated submissions of memorandums to the government, there is no sign of any fruitful action from the government side except hollow assurances.

Further, the SBM employees threatened to launch a series of movements against the government in the form of rallies, protests and indefinite fast from July if the government did not take any concrete steps to solve the issues within stipulated time.

 

 

 

Police nabs jail breaker

CHONGKHAM, Jun 27 : The Arunachal Pradesh Police, Chongkham unit has been successful in re-arresting one hard core jail breaker Puranye, alias Nitaran Chakma (24) from upper Mudoku Nallah under Diyun in Changlang on June 25 last.

Puranye of Chakma Basti-I, Chongkham was one amongst the eight who escaped from the lock up of Police Outpost, Chongkham on April 11 this year.

He was earlier arrested for 2013 Chongkham gang rape and wanted in various cases, including one under SC & ST Prevention of Atrocities Act.

The culprit was nabbed following a raid carried out by Inspector Thomas Pertin, in-charge of Chongkham Police Outpost, SI D Mossang, SI T Haging, and assisted by a team from the 2nd IRBN comprising HC T Tachung, Ct Handi Mili and Ct A Songthing, under the close supervision of Namsai SP C K Mein.

The team raided the house of Pottray Ram Chakma of Balupathar area and nabbed the culprit.

The team had tactically accomplished the raid in spite of the presence of ULFA in the area who are on an extortion drive, informed the police.

So far, the police have arrested three of the eight jail breakers.

Tajum Tayeng, the mastermind of the jailbreak was nabbed from 2nd Mile, Namsai on June 16 last.

 

 

 

Pema releases PCCF GN Sinha's book on forest offenders

ITANAGAR, Jun 27: Chief Minister Pema Khandu on Tuesday released a book on 'Prosecution of forest offenders in Arunachal Pradesh' written by PCCF, G N Sinha.

The Chief Minister in his remark appreciated Sinha for taking pains to incorporate the amended Act of 2005 of Assam Forest Regulation, 1891 into the parent Act through this book. He has skillfully integrated the amended Act into the body of 1891 Act to address the challenges and controversies arising from the field, he said.

The Chief Minister expressed hope that the book will be of great help in understanding forest law in Arunachal and will be useful guide for forest officials, lawyers and judicial officers to read the Act at a glance and apply them in prosecuting forest offenders.

"This is of utmost importance as mere presence of good law is not enough. Their translation on ground depends on the ability of forest officials to understand the law and skill in the procedure of prosecution," said the Chief Minister.

He expressed happiness that the forest officials in the state are now armed with appropriate legal powers to deal with forest offenders and prosecute them by facilitating speedy trial under the new provisions.

He suggested the Forest Department to organise regular training for field officers on the current forest law in force in the state.

Sinha in his remark said the amendment of the 1891 Act was long overdue for Arunachal, which has been done following directions from the Supreme Court in 1998. The book presents a deep understanding of the forest management from multiple perspectives to deal with realities and challenges when implementing forest laws in the state, he added.

Speaker of Arunachal Legislative Assembly Tenzing Norbu Thongdok also attended the event.

 

 

 

Governor asks NEEPCO to solve project-related issues through dialogue

ZIRO, Jun 27: Governor P B Acharya advised the NEEPCO officials at Yazali to solve all project-related issues and grievances of the project affected people amicably through proper dialogue.

The Governor, who embarked on a four-day visit to Lower Subansiri on Tuesday, visited the Ranganadi Hydro Electric Project at Yazali enroute Ziro, and said that he was concerned over the issues related to the project and the locals.

Interacting with the officials, the Governor emphasized on the need to implement Corporate Social Responsibility in letter and spirit for the benefit of the people.

Head of the plant, Arup Kumar Sharma briefed the Governor about the project.

The Governor also made a sudden visit of the GHHS, Yazali and interacted with the teachers and the staff.

Expressing concern over low pass percentage of the school, he advised the teachers to work with dedication and sincerity.

Emphasising on the need to avoid disparity amongst tribal and non-tribal students in the distribution of textbooks, uniforms and other provisions, he said that we have to grow together irrespective of our ethnicity and create a harmonious society.

The Governor also enquired about mid day meals and Beti Bachao, Beti Padhao schemes.

Later at Ziro, the Governor held an interactive session with the HoDs and advised them to have a greater sense of responsibility and accountability towards their assigned duties.

Terming education, power and connectivity as three vital elements for development of a particular area, the Governor advised the HoDs to prepare a roadmap of the activities to be initiated by the departments and strive to achieve targets.

"With better connectivity, tourism will flourish in this area," he added and suggested for building clean public utilities on the way for the tourists. He further advised the Power Department to take up projects to generate power from alternate energy sources as well.

Org demands speedy investigation into Papung Nayu's death

ITANAGAR, Jun 27: Alleging cold-blooded murder of Papung Nayu in a city hotel here on June 24 last, the Pipu-Gwawepurang Social Organisation (PGSO) on Tuesday asked the state government to speed up the investigation and to award stringent punishment to the persons allegedly involved in the heinous crime.

In separate representations to the Home Commissioner, DGP and SP Capital, the organisation, while condemning the incident in strongest terms, asked the officials to take strong action against the arrested culprits besides those evading arrest, saying that 'justice delayed is justice denied'.

The PGSO also threatened to launch rigorous democratic movement if the police failed to arrest the absconding accused and award exemplary punishment at the earliest.

The PGSO in the representations pointed out that on the day of the incident, the deceased along with several other persons were present in the Poongnest Bar till 4 AM in the morning and reached the hotel at around 5.15 AM where he had taken a room.

The organisation said that Papung went to his room 311, where Toki was staying with him. The two persons from Nagaland and Manipur were staying in the adjacent 310 room of the hotel.

"The windows of both the rooms were found opened during the incident which raises doubt that the two persons were involved in the gruesome murder," the representation alleged.

The PGSO further alleged that "the body of Papung was found at around 7.30 AM on the first floor of the hotel and police reached the spot at 8.30 AM despite the fact that the hotel is just one kilometre away from the police station."

"As per statement of the hotel manager, accused Toki Taloh was in the same room with Papung. Why did he not inform the police if the incident was a suicide case? Why did the police not arrest the other two?" the PGSO questioned.

The All Nyishi Students' Union has also strongly condemned the alleged murder of Papung and demanded free and fair investigation into the case.

In a release on Tuesday, the union expressed deep concern over the increase in crime rate in the state and questioned the Home Department's role in curbing the same.

It further urged the district administration to enforce strict rules to streamline the timings of various restaurants and bars in the Capital Complex.

According to police sources, the lifeless body of Papung was recovered under mysterious circumstances from the terrace of the ground floor of Waii International Hotel here on June 24 last at around 7 AM.

 

 

 

Govt urged to abide by purchase and pricing preference policy

ITANAGAR, Jun 27: Retired Group Captain (IAF) M Panging appealed to the state government for implementation of the purchase and pricing preference policy in letter and spirit to encourage small and micro entrepreneurs of the state.

Panging, who started the state's first power loom industry two years ago after taking voluntary retirement from the Indian Air Force, was speaking at a workshop conducted by the Department of Industries at Udyog Sadan on the occasion of International Day for Micro,

Small & Medium Enterprises (MSMEs) here on Tuesday,

Panging also urged the government to provide three-phase electric supply as running a generator for production becomes too expensive and unreliable.

Industries, Textiles, Handlooms & Handicrafts Parliamentary Secretary, Karya Bagang underscored the role that industries could play in generating employment for the local youths.

Exhorting the youths to engage themselves in productive activities thus becoming assets of the state instead of liability, she urged the new generation to help create an industry friendly atmosphere in the state by not resorting to 'unfriendly' attitude.

It is important that we create an industry friendly atmosphere in order to woo industrialists and big companies to invest and set up industries in the state, Bagang said, and urged the officers to help the budding entrepreneurs to grow.

Underscoring on the need to set up industries in the state, Industries Commissioner, Tahang Taggu reiterated that only industries will solve the problem of unemployment.  

He asked the entrepreneurs to be well-informed with all the flagship programmes of the department and derive maximum benefit from the programmes.  

Industries Director, Taru Talo gave a detailed presentation about the guidelines and the schemes that the entrepreneurs may take up. He also informed about the proposal of a food park in Kimin.

Restriction on vehicular movement between Bhalukpong and Nechiphu

BOMDILA, Jun 27: The Executive Magistrate of Bhalukpong, in an order under Section 133 CrPc has prohibited vehicular movement in between Bhalukpong and Nechiphu (Zero Point) under West Kameng district on Balipara-Charduar-Tawang Road from 4 pm to 9 am until July 31 with immediate effect.

The order has been issued following a report of the Officer Commanding, 127 RCC of GREF informing about frequent occurrence of landslides at various locations in between the two places, reportedly posing great danger to the commuters.

The vehicles would be diverted through the Orang-Kalaktang-Shergaon-Rupa-Tenga (OKSRT) road during the restriction period.

The ongoing road widening works at Pinjoli to Sessa stretch of road on the Balipara-Charduar-Tawang (BCT) road under West Kameng district, particularly the massive landslide at Kamla 1 bridge point located at 44.09 km, has been posing great threat to the life and property of the commuters of the three districts of Tawang, East Kameng and West Kameng.

China accuses Indian troops of 'crossing boundary' in Sikkim section

BEIJING, Jun 27: China today accused Indian troops of "crossing the boundary" in the Sikkim section and demanded their immediate withdrawal, while asserting that it has shut down the Nathu La pass entry for Indian pilgrims travelling to Kailash Mansarovar because of the border standoff.

China also said that it has lodged diplomatic protests with India, both in New Delhi and Beijing, alleging that the Indian troops trespassed into Chinese territory in the Sikkim sector.

"We have lodged solemn representations in Beijing and New Delhi to elaborate on our solemn position," Chinese Foreign Ministry spokesman, Lu Kang told a media briefing here.

"Our position to uphold our territorial sovereignty is unwavering. We hope the Indian side can work with China in the same direction and immediately withdraw the personnel who have overstepped and trespassed into Chinese border," he said.

China, last night, said that it had put off the visit of Indian pilgrims who enter Tibet via the Nathu La pass "for safety reasons" in view of the border issue.

"China urges India to immediately withdraw its border guards that have crossed the boundary and have a thorough investigation of this matter," Chinese Foreign Ministry spokesperson Geng Shuang said.

"The Indian border guards crossed the boundary in the Sikkim section of the China-India border and entered the territory of China, and obstructed normal activities of Chinese frontier forces in the Donglang area recently, and the Chinese side has taken counter-measures," he said in a statement last night.

His statement came after the Chinese Defence Ministry accused the Indian troops of objecting to building a road in what it claimed to be Chinese territory.

The dispute over the constructing of the road was apparently the reason why China stopped a batch of 47 Indian pilgrims from crossing through Nathu La border in Sikkim into Tibet to visit Kailash and Mansarovar.

Chinese defence ministry spokesman Ren Guoqiang said yesterday that recently China has begun the construction of a road in Donglang region, but was stopped by Indian troops crossing the Line of Actual Control (LAC).

In his statement, Geng said that the Sikkim section of the China-India boundary has been defined by treaties, noting that the Indian government has repeatedly confirmed in writing that there is no objection to it.

China urges India to respect boundary treaties and China's territorial sovereignty to maintain peace and stability at the China-India boundary, Geng said.

In view of the above event, for safety reasons, China has to put off arranging for the Indian pilgrims to enter China through the Nathu La pass, Geng said, adding that China has informed India of its decision through diplomatic channels.

The Nathu La Pass sits 4,545 metres above the sea level and is wedged between Yadong County in Xigaze Prefecture, Tibet Autonomous Region, and Sikkim.

Yesterday, Geng had also said that the foreign ministries of both the countries were in talks over this issue.

Geng's statement comes after tension mounted in a remote area of Sikkim following a scuffle between the personnel of the Indian Army and the PLA, leading to Chinese troops damaging bunkers on the Indian side of the border.

The incident happened in the first week of June near the Lalten post in the Doka La general area in Sikkim after a face-off between the two forces, which triggered tension along the Sino-Indian frontier.

After the scuffle, the PLA entered Indian territory and damaged two make-shift bunkers of the Army.

Following, the India-China war of 1962, the area has been under the Indian Army and the ITBP, which is the border guarding force and has a camp 15 km from the international border. (PTI)

Army Chief to visit Northeast

NEW DELHI, Jun 27: Army Chief Gen. Bipin Rawat is likely to visit the northeastern region in the next few days to take stock of the operational matters.

The visit is taking place in the backdrop of the standoff between Indian troops and Chinese army in the Sikkim sector and China's allegation that the Indian forces trespassed into its territory.

Official sources, however, said Gen. Rawat's visit to various formation headquarters will be a routine one and it is a pre-scheduled trip.

"The Army chief is likely to visit the northeastern region as part of a routine tour," a source said.

Gen. Rawat will review various operational matters in the Northeast -- a strategically key region having most of the 3,488-km-long-border with China.

APCTA to continue non-cooperation against RGU

ITANAGAR, Jun 27: The Arunachal Pradesh College Teachers' Association (APCTA) has decided to continue its non-cooperation movement against RGU authority till its four- point charter of demands is fulfilled.

This decision was taken in an emergency meeting of the APCTA, held under the chairmanship of  its president P G Tago at Dera Natung Government College here on Tuesday.

In a letter to the Education  Secretary, the APCTA  said  that it has discussed the minutes of the meeting issued by the Education Secretary dated June 23 appealing the  Association  to report back to their evaluation duties, with an offer to compensate by 14 days Earned Leave as special case for one time during 2017 from the Department of Education in lieu of 14 days summer vacation curtailment by the Academic Council of Rajiv Gandhi University. It also resolved to accept the appeal of the state government to evaluate answer scripts of BA, BCom and BSc 6th semester and final year for the greater interest of the students.

"Since the non-cooperation movement is with Rajiv Gandhi University, and not with the state government, it is decided to forego the 14 days Earned Leave offered by the state government to APCTA members," the Association said, adding that "However, the APCTA cannot force any of its members for the evaluation since the evaluation is completely an individual choice and there is no official obligation to any of the members of APCTA to evaluate the said answer scripts."

"The APCTA resolves to continue its non-cooperation movement against RGU authority till its four- point demand is fulfilled," the letter added.  

 

 

 

'Arunachalees threatened by trucker in Assam'

ITANAGAR, Jun 27: An incident of an attempted assault and misbehavior on people from Arunachal Pradesh by a trucker in Assam has been reported.

The incident happened to Lardik Kare, Secretary General of Tagin Cultural Society, when he was travelling to Guwahati with his wife on Thursday last near Biswanath Charali.

Reportedly, a truck (AS-25BC-4883) overtook Kara's car and the driver started hurling abuses at him without any valid reason, and threatened the couple that their car would be crushed if found on the highway.

Assam Police, Biswanath Charali unit has registered the FIR lodged by the complainant against the trucker under appropriate sections of the law and launched inquiry.

Since the vehicle (truck) is registered under Dispur-Guwahati RTO, the Guwahati DTO has been informed about the incident to trace the truck, said the Officer-in-charge of Biswanath Charali.

The matter has also been brought to the notice of the Union Minister Kiren Rijiju by the complainant.

 

 

 

Review meeting of DRDA Siang held

PANGIN, Jun 27: A meeting of the DRDA Siang was held on Tuesday to review and take stock of the progress in implementation of MGNREGA in the district.

During the meeting, Deputy Commissioner-cum-CEO DRDA, Rahul Singh directed all the stakeholders to undertake bank account verification and work towards achieving cent percent job card verification. Seeking details regarding the geo tagging status in the district, he directed them to complete all incomplete work before the stipulated timeline of 31st July, 2017. He further directed them to do away with all the liabilities for the year 2016-17, ensure submission of DPR for the Integrated Wasteland Management Programme (IWMP) and upload all beneficiary details in Awas Soft, a server under the Pradhan Mantri Awas Yojana (Gramin).

Speaking on various objective features and modalities of the Chief Minister's Adarsh Gram Yojana 2017, the DC stressed on chalking out an elaborate plan for successful implementation of this scheme for creation of model villages in the district at the earliest.

Stressing on implementation of Direct Benefit Transfer, he gave strict directions to all concerned to make payments directly into the accounts of the MGNREGA beneficiaries and to consider only those beneficiaries who have submitted their account and Aadhaar details.

It was also found that in many cases, job cards were kept with the PRI members. It was directed that henceforth, in accordance with the MGNREGA Act, job cards would have to be maintained by the beneficiaries themselves.

The meeting was attended by PD Tajing Jonnom, BDOs and EOREs of the district. (DIPRO)

 

 

 

Workers' Union submits memo to Governor

ITANAGAR, Jun 27: The All Arunachal Pradesh Workers' Union (AAPWU) affiliated to the Bharatiya Mazdoor Sangh has drawn the attention of the Governor towards various issues and grievances faced by the state's workers.

In a ten-point memorandum addressed to the Governor, the AAPWU has on Tuesday, sought enhancement of  workers' wages, formation of labour co-operative federation in state, abolition of  muster role  system from various  departments, regularization of  ALCs, implementation of  voluntary  retirement  scheme  to the ALCs, granting of maternity leave for  women workers,  relaxation of  water and electricity bill for workers, establishment  of  three labour  welfare  boards  in the state, authorization to district  labour  officers for issuing of labour license, separate fair price shops at  all the district headquarters for the  workers, etc.     

 

 

 

ACS calls for early implementation of APCMUHIS

ITANAGAR, Jun 27: The Arunachal Civil Society (ACS) has called upon the state government to sort issues concerning the Arunachal Pradesh Chief Minister's Universal Health Insurance Scheme (APCMUHIS) on priority basis.

In a release, the ACS appealed to the Health Department to refrain from delaying the scheme's implementation using technical glitches as an excuse. It said that people are suffering immensely due to its discontinuation and call for its early implementation.

The ACS also questioned on how the scheme suddenly developed a glitch after proper functioning for the past three years.

 

 

 

Taram inaugurates upgraded Kokila Secondary School

BALIJAN, Jun 27: Parliamentary Secretary Education & Home, Pani Taram on Tuesday inaugurated the upgraded Kokila Secondary School under Balijan Circle.

Taram congratulated the people of Kokila area for the upgraded school and hoped that it would benefit the students of Chessa, Sonajuli, Kokila and Hollongi areas. Reportedly, there is no secondary school in the circle and students have to either travel to Banderdewa or Balijan to pursue further studies.

Responding to a memorandum, Taram announced to fulfill all the demands one by one within this year, which includes construction of four unit Type-II quarters for teachers, Type-III quarters for Headmaster, boundary wall, appointment of LDC cum computer operator and watchman.  He said that commencement of CBSE centre could only be possible after formalities are completed. Taram also directed the DDSE to include the proposal for construction of a 50-bedded girl's hostel under the SADA next year.

 

 

 

Science awareness progs conducted at five districts

ITANAGAR, Jun 27:  Science awareness programmes were organized at various schools of five districts, namely East Kameng, West Kameng, Tawang, Lower Subansiri and East Siang by the All Arunachal Pradesh Students' Union (AAPSU) recently.

During the science awareness programmes, organized with support of Arunachal Pradesh State Council for Science & Technology, Itanagar, the AAPSU handed out posters of science awareness campaign to the students.

 

 

 

Committee takes stock of UTPs

Namsai, Jun 27: The Under Trial Review Committee (URC), Namsai district has taken stock of the under trial prisoners (UTPs) in judicial custodies at Mahadevpur, Chongkham and Namsai in compliance with the Supreme Court order in the case of Re-Inhuman Conditions in 1382 Prisons, WP(C) 406 of 2013.

Meanwhile, the Lok Adalat held in Namsai on June 23, settled nine criminal cases out of the 20 taken up. The remaining 11 cases have been referred back to the regular court for its disposal as per law.

 

 

 

 

Training on livelihood improvement of farmers

BASAR, Jun 27: In all, 20 farm women from three different Self Help Groups (SHGs), namely Hannah SHG, Chidum SHG and Pajo SHG took part in an ICAR-KVK, West Siang conducted three-day long training programme on livelihood improvement of farmers through technological interventions, which concluded on June 23 last.

The training aimed at building capacity among participants through intervention of improved agricultural technologies. On the first and second day of the training, technical session began with different scientists and subject matter specialists speaking about seed production, mushroom cultivation, vermicomposting, value addition, poultry, piggery, rabbit farming and marketing.

On the third day, the programme began with the research-extension-farmers interface meeting with presence of different line department officers for solving the problem of farmers.

 

 

 

GST familiarization session at Hapoli

ZIRO, Jun 27: Informing that Goods and Service Taxes (GST) will be rolled out in the state on July 1, Lower Subansiri Deputy Commissioner Kemo Lollen urged traders and businessmen, who have not yet registered with GST, to voluntarily enroll themselves.

Attending a GST familiarization session organized by the Department of Tax and Excise at Abotani Hall, Hapoli on Tuesday, Lollen informed that out of the 331 VAT dealers, 136 GST-Network user IDs and passwords have been generated with 90 dealers migrating to GST so far.

"GST is a single and transparent tax proportionate to the value and services and will be a relief in overall tax burden," said the Deputy Commissioner.

During the technical session, Ziro Tax & Excise Superintendent, Punyo Yaje explained about the GST, including the processes for tax return.

Kimin Tax & Excise Superintendent, Teli Ngomdir educated the attending traders and businessmen on registration and payment processes under GST.

Traders from Hapoli, Ziro, Raga, Yazali, Yachuli, Tamen and bazaar committee members, attended the familiarization programme. (DIPRO)

 

 

 

Commissioner reviews educational scenario

BOMDILA, Jun 27: Commissioner Education, Hage Kojeen reviewed various developmental activities being undertaken in the district with special reference to the educational sector on Tuesday evening at Bomdila.

He emphasized the need to restore congenial educational environment of schools and colleges so that the quality of education could be upheld and promoted, and academic performance level especially in CBSE exams could be improved.

He expressed satisfaction that the performance level of West Kameng district for the session 2016-17 in the CBSE exams has been better than that of last year's.

Referring to rationalization of teacher's transfer and postings, he stated that the government has already approved the proposal and would be effected very shortly. He sought support and co-operation from all concerned for smooth implementation of the same.

He urged the HoDs to properly monitor and ensure timely implementation of the various ongoing schemes under different sectors.

He also informed that a new scheme called CM's District Innovation and Challenge Fund has been notified recently, under which schemes and proposals ranging from 2 to 10 crores can be submitted for critical infrastructure gaps under social sectors. (DIPRO)

 

 

 

Rally to mark International Day against Drug Abuse and Trafficking

AALO, Jun 27:   Hundreds of women, including members of Mothers' Vision, Galo Ane Safai Abhiyan, APWWS West Siang unit, besides women from nearby villages took out a rally in Aalo Township to mark International Day against Drug Abuse and Trafficking on Monday last.

Later, addressing the gathering at Old Market Dere, West Siang Deputy Commissioner, Gamli Padu said that drug abuse and trafficking taking place in many parts of the state are detrimental for the younger generation, and sought everyone's support to check it.

Aalo DMO, Dr Nyage Geyi spoke about issues like drug addiction, withdrawal symptoms and its consequences and impact on society, while Aalo Police Station Officer In-charge, Takhe Tasso as resource person highlighted about relevant provisions of law on drug abuse and trafficking.

In view of increasing incidence of drug abuse among the adolescents and young children, International Day against Drug Abuse and Illicit Drug Trafficking was also observed at Government Higher Secondary School, Ganga.

The objective of the programme was to increase awareness among the school children about the harmful effects of drug abuse and collectively fight against drug abuse and illicit drug trafficking.

Addressing the gathering of the students and teachers, Principal in-charge of the school, M Kamki emphasized on the need to develop adequate awareness and specific life skills among students to lead a drug free and productive life. She highlighted the fact that drug abuse is not a disease; it is an error of judgment. "Parents, teachers and community members have to be careful and understand the needs and problems of the children", she said.

To mark the occasion, a quiz competition on 'Drug Abuse' was conducted among the students of classes IX to XII. An essay competition on 'Drug Abuse among Students and its Prevention' was also conducted among the students for which cash prizes were awarded to the winners.

The programme was organized by the Population Education Cell of the SCERT, Itanagar, as a part of its extension activities in schools under the guidance and resource support of NCERT, New Delhi.

 

 

 

Month long badminton coaching camp

BHALUKPONG, Jun 27: A month long free summer badminton coaching camp was launched at Bhalukpong on Tuesday.

Appreciating Bhalukpong Badminton Club President and ASBA executive member, engineer Aju Kunjuju for his tireless efforts in conducting the tournament, Sports Authority of Arunachal Chairman, Bamang Tago said that such initiatives would pave the way to channelize the youth energy in the right direction.

Tago also called on parents and guardians to view sports as a career option for their wards.

Upper Bhalukpong ASM Shrijevev Yame provided 10 boxes of shuttle cock for the coaching camp.

EAC Tomo Riba assured the club of all possible help from the district administration for such events in the future.

The free coaching camp is being organized by the Bhalukpong Badminton Club, with the theme "Catch them Young", in collaboration with the Arunachal State Badminton Association.

In all, 37 girls and 25 boys between the ages of 6 to 15 years are participating in the camp, which will be supervised by professional badminton coaches Gita Karki and Pema Lodhen. The modalities for the coaching have been designed in accordance with latest BWF and BAI standards to suit young children.

 

 

 

 

Road commits suicide

'I am terribly pained and hurt to learn that some perpetual mischief-mongers and habitual rumour-mongers are spreading the utterly false and baseless news that I had committed suicide. How can I do it? I have so much work left to do for the people. This dreaded act of suicide has never crossed my mind. I am a strong road with the willingness to serve the people. Some people even don't know my name but still talk unabashedly about my suicide attempt. What do they gain by doing this?

My name is Khonsa-Bogapani-Jeypore road. Some prefer to call me KBJ road. Earlier, I was looked after by the most efficient and trusted road construction agency BRO and my health was better then. But for the reason (s) best known to the authorities my case was handed over to the PWD (Highway) which is not too popular in the field of road construction. But what to do, I am only a poor road and have absolutely no say in policy matters! I was even re-christened as NH-315 (A) under the MORH. A highway was supposed to be constructed from Tinsukia in Assam to Khonsa in Tirap. But nothing seems to be moving as yet. I can only appeal to the authorities to expedite the process. The commuters and I have suffered enough. I don't know what is impeding the progress. The authorities may make the reason for the inordinate delay public so that the people stopped to curse them.

Enough is enough. No more yearly maintenance fund please. If the authorities and the people of Tirap and Longding districts love me truly then let them impress upon the MORH and the state government to start the work on NH-315 (A) in right earnest without wasting any more time.  The annual maintenance fund sanctioned in my name is not serving my purpose. It is not helping in improving my fragile health.  As a matter of fact, I cover a distance of about 60 KM from Khonsa, one of the oldest district headquarters Khonsa in Tirap district to Jeypore in Assam. 60% of my body is in Tirap while 40% in Assam. Sadly, some leaders try to shuffle off their onus by saying that from Hukanjuri check gate to Jeypore, I belong to Assam blissfully forgetting that its they who use me more than the Assam people. I am about 70-80 years old and my health condition is getting from bad to worse in spite of the availability of the latest technological know-how and expertise.

They say that I am the life-line of Tirap and Longding districts. I don't know if I am actually the life-line. I consider myself to be too small and insignificant to get this great and high-sounding tag. Though I will never ever think of ending my life, I must admit that now I am seriously ill. I have been checked thoroughly by Specialists in AIIMS, New Delhi, Chennai, Vellore and Mumbai. All my body parts have been thoroughly investigated.  But they have failed to detect the cause of my sickness. However, a simple MBBS Doctor posted at Khonsa General Hospital diagnosed my case as a secondary case of malignant cancer. He told me that I could survive if the Doctors (read Engineers), the Masters (read politicians) and the Family Members (read district administration) took  proper care of me by facilitating proper medical treatment. Though my health is deteriorating, I am hoping against hope, more so because the state government is a people-friendly and development -centric one. The state and the district are making a rapid strides in many sectors except me. I am left high and dry like an orphan.

Of late, I have become the most unpopular and hated entity. All the passengers travelling by all kinds of vehicles curse me, spit on me and abuse me with all the choicest abusive adjectives for no fault of mine. However, some Engineers and leaders laugh sheepishly as they run over me. I don't know why they behave so strangely. But thank God, they at least don't curse me.

I am eternally grateful to late Dorjee Khandu, former charismatic and pragmatic Chief Minister who sanctioned Rs 4 crore in two installments of Rs 2 crore each for my treatment. My case is so serious that it was discussed threadbare even in the august Assembly of our state. I am told that the Tirap-Longding leaders are also trying their best to address my case. But as of now, there hasn't been any tangible improvement in my condition. Not only me but the whole world knows that Tirap and Longding are affected badly by insurgency. I don't know why the thousands of security forces including Army and Para-Military Forces stationed in the two insurgency-hit districts are not pleading the MORH and the people in high echelons to improve my failing health. My improved health condition can help them to perform their duty more efficiently and smoothly.

The public leaders, NGOs and student leaders are also doing precious little to help me. They are only good at blaming their elected leaders and the government. Even the former ministers and MLAs are only joining the chorus in blaming the present elected leaders without using their clout, influence and experience to take care of me without all the time pointing their accusing fingers on the present leadership. Any development can be possible through a collective effort and not through shadow boxing or mud-slinging. As it is, TCL had already earned a bad name because of the insurgency imbroglio.

I am told by my friend Deomali-Dirok road that the present HCM Pema Khandu, I think I am right in pronouncing his name  (over the last couple of years, so many HCMs had come and gone, it's difficult to remember their names), is a young and dynamic leader who has embarked on a number of truly ambitious and path-breaking ventures. I sincerely appeal him to take up my case on top priority because apart from Tirap-Longding being backward, these two districts are infested with insurgency.

I am elated and encouraged to know that my friend CK road had made a tremendous progress thanks to the construction of Trans-Arunachal Highway by a reputed private company. However, I am saddened and exasperated to hear that Khonsa-Longding road is terminally ill. I wish him Godspeed recovery.  I request the road users to avoid the blame-game that they love to indulge in and put in a concerted effort to improve my ailing health. They must realize that if something ominous happens to me then I will die peacefully but they will suffer the most. If they wish to see me hale and hearty then they sure can help me. What is required is the will to do. Indo-China hostility increasing

The latest Chinese transgression in Sikkim sector once again raises serious concern over China’s attitude towards India. Chinese troops entered into Indian Territory and engaged in physical confrontation with Indian soldiers. Due to tense situation China has reportedly denied entry to pilgrimages that were going for Kailash Mansovar yatra. This is not for the first time that Chinese troops have indulged in such aggression. There have been several instances of Chinese incursion into Indian territories in Arunachal, Ladakh and Sikkim.  

The hostility between India and China has increased in recent year. Border dispute along with changing geo-political situation is causing more rifts between the two Asian giants. India under present regime is leaning more towards US and has developed considerably strong relation with Japan. China fear that India is ganging up with US and Japan to take on them. This fear is leading to increase in hostility against India. In recent month Chinese media has been upping the ante against India by writing several hostile articles about India. The hostility should be ended before it takes ugly turn. Two countries already fought a war over border dispute in 1962. The leadership of both the nation should calm the situation. Trust deficit can be reduced by holding dialogues on regular basis. There is a need to speed up the dialogue process to resolve outstanding border dispute. Two countries will have to adopt flexible attitude while dealing with the contentious issues.

Increase upper age limit for job opportunities

Dear Editor,

Since the state government has increased the retirement age from 58 to 60 years, it will have wide implications. Our state is suffering from massive unemployment because of few advertisements of job vacancies that too after long gaps and at uncertain periods. Most of the vacancies are filled through back door appointments, upsetting the deserving minds. The upper age limit for government jobs is 35 years after relaxation for APSTs. Since the job vacancies are few and notifications for the same are very uncertain and often takes a long time, the upper age limit needs to be increased to at least 40 years or more at par with most of the states of the Indian union. Increase in retirement age without increasing upper age limit will be a great injustice to the students’ community. I appeal every student, student's organizations, civil society to fight for this cause because sooner or later this is going to have great social implications.

I appeal our honourable CM and his cabinet colleagues to think seriously over this matter and consider the case for the benefit of the large number of student community.

Help arrest my son’s killers

Dear Editor,

Through your esteemed daily, I would like to draw the kind attention and co-operation from all the peace-loving individuals, community and the law enforcing agency alike with regard to the incident that happened with my son late Ojing Taying on the wee hours of 11th of June last when some unidentified miscreants subjugated my son to death.

The deceased was on his way back to his friend's place located at Abotani colony accompanied by one of his cousin and a female friend when a Maruti alto, silver coloured (old model) overtook them and attacked all three members present in the deceased car without daos and sticks.

The attackers were two in numbers who also inflicted serious injuries to the cousin.

On the fateful night, the victims were moving back to home after attending a DJ program at the Green Street Bar located at Niti Vihar, Itanagar.

Two weeks passed by since the incident but the police are yet to give any significant development in the case which has demolished the parents and the family members of the deceased.

I pray everyone to help and co-operate with the law enforcing agency to nab the culprits as early as possible.

I am also content that the law enforcing agency is doing their job decently and serving their best but the murderers are still roaming free.

I, being the father of the deceased do appeal to the law enforcing agency to speed up the investigation process and let justice prevail.

I also appeal all the individuals, communities, NGOs, pressure groups, administration, and every other elite groups to put forth their helping hand in whichever capacity one could in nabbing the culprits.

I firmly believe the culprits will be nabbed and punished accordingly. Because no one deserve to lose a child like I lost mine.
